Procurement Coordinator (3152)

GUAYNABO, Puerto Rico

We are seeking a Procurement Coordinator with experience in federally funded projects to support procurement activities across multiple initiatives. The successful candidate will ensure compliance with Federal, State, and local procurement regulations while assisting in the development, administration, and coordination of procurement processes for infrastructure, disaster recovery, or capital improvement projects.

Key Responsibilities:

  • Coordinate procurement activities in compliance with Federal procurement standards, including competitive bidding, contract administration, and documentation requirements.

  • Assist with the preparation of procurement documents such as Requests for Proposals (RFPs), Invitations for Bids (IFBs), scopes of work, bid tabulations, and evaluation matrices.

  • Monitor procurement timelines, project milestones, and deliverables to ensure timely execution of contracts.

  • Support vendor solicitation, selection, and negotiation processes; maintain communication with suppliers and contractors throughout the procurement lifecycle.

  • Ensure that procurement files are complete, auditable, and in compliance with federal and agency-specific requirements (e.g., FEMA, HUD CDBG-DR, USDA, or DOT).

  • Track budget allocations, expenditures, and contract performance, reporting discrepancies or risks to management.

  • Liaise with internal departments including legal, finance, compliance, and technical teams to coordinate procurement planning and approvals.

  • Assist in training staff or subrecipients on procurement best practices and regulatory compliance.

Qualifications:

  • Bachelor’s degree in Business Administration, Public Administration, Procurement, Supply Chain Management, or related field.

  • Minimum of 3–5 years of experience in procurement or contract management, preferably in federally funded or public sector projects.

  • Working knowledge of Federal Acquisition Regulations (FAR), 2 CFR 200 Uniform Guidance, or other applicable federal grant requirements.

  • Strong organizational, communication, and analytical skills.

  • Proficiency in Microsoft Office Suite; experience with procurement systems or ERP software is a plus.

  • Bilingual (Spanish/English) preferred [if applicable to your location].

  • Certification such as CPPB, CPPO, or PMP is a plus.

Preferred Experience:

  • Previous work in disaster recovery programs (e.g., FEMA PA, HUD CDBG-DR/MIT).

  • Familiarity with Davis-Bacon Act, Buy American provisions, Section 3 compliance, or similar federal regulations.
